Sub :   Vacancy Notice for filling up of 17 (seventeen) posts of Junior Technical Associates (15 for Civil Engineering Construction; 02 for Electrical Construction; )]on contract basis.

dated 15/02/2022 and dated 21/02/2022.

In view of exigencies of railway services, it has been decided to engage 17 (seventeen) Junior Technical Associates (15 for Civil Engineering Construction; 02 for Electrical Construction;)on contract basis for work related to various construction activities, involving Civil, Electrical and Signal & Telecommunication, falling under the administrative jurisdiction of Chief Administrative Officer/Construction/South Eastern Railway. Details of Job Description for each of the wings are indicated in Annexure-I of the instant notification.

1For filling up of 17 (seventeen) posts of Junior Technical Associates (15 for Civil Engineering Construction; 02 for Electrical Construction;)]on contract basis, applications are invited from eligible candidates who fulfil eligible criteria.

2. The vacancy notice is enclosed as Annexure-I. Eligible and interested candidates may apply as per the application format at Annexure-II. The duly filled in application should be addressed to “The Sr. Personnel Officer (Construction), South Eastern Railway, 11, Garden Reach Road, Kolkata-700043” in an envelope. The envelope should be superscribed with “Application for the Post of Junior Technical Associate”.

Terms and Conditions of Engagement

1The candidates will be screened by a Selection Committee and their suitability/competency will be adjudged keeping in view the job requirements.

2. Candidates will have to undergo medical examination (as applicable for direct recruitment for SSE/JE) and will be considered for contract engagement only if they are found medically fit. Medical fitness will be examined by nominated Railway hospitals.

3Candidates will be given ‘On Job’ training in the fields to make them aware of the working procedures. However, they will not be entrusted with the duties of quality certification, safety certification, and Stores in-charge, certification of measurements in Measurement Book and like. However, they may assist the regular Railway supervisors in these works and in performance of other day to day duties. Detailed duty list will be drawn after the contract is finalized.

4. A fixed monthly amount shall be admissible as remuneration during the contract period. No increment, Dearness Allowance and HRA shall be allowed during the term of contract.

5. Candidates will be paid Daily Allowance when on tour as admissible, at the rate of

Rs 500/-.The daily allowance will be paid when a candidate covers a distance of more 

than  8km  from  his/her  headquarter  as  per  department    of    expenditure  O.M.No -

19030/1/2017-E.IV dted 10th July 2017.

Other Terms and Conditions of Engagement

1Candidates selected on contract basis must note that their engagement will be valid  up to  19/11/2022, if the scheme is not further renewed by Ministry of Railways. Further, if the panels of RRB recruited candidates and departmental promoted candidates are received against the vacant posts by 19/11/2022, the service of such contract of Technical Supervisors will be terminated with one month’s notice, or remuneration in lieu of notice.

2) Their final posting will be anywhere within the South Eastern Railway system.

However, while deciding the place of posting, the choice or preference of place of posting will be considered, subject to other relevant criteria.

3) The contractual staff may be permitted off on Sundays and National Holidays.

However, they may be called for duty on any day including Sundays and National Holidays for which compensatory rest will be allowed. In addition, contractual staff may be granted two days leave for each completed month of engagement in Railway. The accumulated leave will lapse as soon as the contractual period is over and cannot be carried over to next contract, (if any).

4)  The engagement on contract basis will not confer any right or claim for regular absorption/extension in the railways.

5) Applicants  working  in  Govt./PSUs  will  have  to  provide  NOC  at  the  time  of application and resign from their present organization before their engagement.

6)The integrity aspect will be checked while permitting such engagement.

7) On being selected, the candidates will be required to accept offer as per terms and conditions  detailed  herein  or any  other  terms and  conditions which  may be applicable at the time of actual engagement on contract basis.

8) The selected candidates will not be eligible for any kind of leave (like CL, RH, LAP

or Sick Leave and etc).

9)The Government/PSUs employees who were removed/dismissed or compulsory retired as a result of Disciplinary action are not eligible for engagement on contract basis.

10)The  candidates  shall  sign  an  agreement  of  confidentiality  with  the  Railway containing a clause on Ethics and Integrity.

11)The  re-engagement  can  be  terminated  without  any  notice  and  without  any explanation or any reason.

12)Contractual staff will not be eligible for either Medical Allowance or any other kind of allowances.

13)The legal jurisdiction of the contractual staff will be limited to the jurisdictions of

South Eastern Railways system.

14)Copy of the following documents should be attached with the application.

a) Self attested copies of Mark Sheets and Certificates of Secondary School Examination (for proof of Date of Birth), B.Tech and GATE Score Card of the relevant years/period and any other qualifications

b)Self attested copy of Aadhar Card;

c)  Self attested copy of PAN Card; &

d)  NOC issued by government/PSU organisation, if the candidate is serving in

any capacity in government/PSU organisation.

6.Age     :     Between  18  and  30  years  of  age  for unreserved candidates. Candidates belonging to SC & ST category will be eligible for age relaxation of 5 years and those belonging to OBC category will be eligible for relaxation of 03 years.

8.      Technical Qualification

Candidates  applying  for  the  above  post  should  have  either  BE  or  B.Tech  in  the respective fields, i.e. B.E or B. Tech in Civil Engineering (for Civil Engineering wing of Construction), B.E or B. Tech in Electrical Engineering (for Electrical Engineering wing of Construction)

ii   Candidates must have qualified GATE in the respective fields. GATE score of year 2021

and 2022 only will be considered. If a candidate submits two GATE scores in last two years, i.e. current years, i.e., January, 2022 to date of publication of the notification & previous year i.e. January, 2021 to December, 2021, then higher GATE score out of two shall be considered. However, in case one or more candidates have secured the same GATE percentile, the candidate with older date of birth will be given preference.

9Job Requirement     : For Civil Engineering/Construction

The selected candidates will be utilized in various civil

construction  activities,  such  as  laying  of  tracks,

construction of formation, bridges, buildings, sheds

and other railway structures, their design and drawing

and all other allied works as assigned time to time.

For Electrical Engineering/Construction

The selected candidates will be utilized in various

electrical related jobs for newly created assets for the

railways,    including    overhead    wiring    for    train

movement and other allied works, involving drawings.
